K I'll also mention some changes but you decide.
Garchomp: First of all Garchomp's an uber, regardless if it has the same base stats as Dragonite, Tyranitar, Metagross and Salamence, Garchomp is the only uber among them. That is because all of the other 4 also have high special attack, which is bad since they are better as physical sweepers, while Garchomp has a lower special attack but his other stats overall (like Speed and HP are higher), but Garchomp's ability Sand Veil is the main reason, since Evasion stat boosts are not allowed in standard battles, Sand Veil breaks that rule, and since you can't get rid of Sand Veil, you can't use Garchomp, I'm just saying not to use it in standard battles, it's an uber.
Now for the moves:
You need Dragon Claw, I wouldn't take that chance with Dragon Rush since it does have poor accuracy, so I would replace it with Dragon Claw. You can also give it the Outrage and Lum/Chesto Berry combo.
Item: There are several items to give Garchomp. You can give it the Life Orb but it will cost 10% of your HP each time, still it powers up the moves. But you can also Scarf it, since Garchomp already has a high enough Attack, you can give it the Choice Scarf to boost its speed even more. Also you can give it the Lum Berry if you choose Outrage.
Togekiss: Togekiss is not that good as fast special sweeper, I think you should have given it 252 EVs in Special Defense instead of in speed, that would make Togekiss a bulky special sweeper, which suits Togekiss better, but then again you could have given it 129 EVs in both SpD and Speed (I know it's not divisible by 4 but still).
Moves: Don't know why you chose Water Pulse, Grass Knot would have been better because there are several Water Pokemon that know Ice moves which Water Pulse won't take care off
Item: Ok combining 252 Speed EVs with Zoom Lens was a really stupid idea, the Zoom Lens will boost your accuracy if Togekiss moves after the foe, moving second won't happen very often if you give it 252 EVs in speed, that's why you should have given it 252 EVs in SpD, you can give it the Leftovers or something now.
Lucario: Lucario's nature is not good, Serious nature is neutral, meaning that it doesn't benefit or hinder anything (well actually Serious nature benefits and hinders speed which is the same thing).
Moves and Item: I understand why you chose Endure and Reversal, also Aura Sphere as a normal move, but you can give Lucario the Focus Sash to hold, keep Aura Sphering, if you get hit the Focus Sash saves you, Lucario is fast enough to attack first so you use Reversal, Endure is just in case of Stealth Rocks or Spikes or Hail or something that will neutralize Focus Sash. I would also replace Me First with Extremespeed, just in case someone's faster than Lucario.
Probopass: Not to offend but Probopass is a complete FAILURE. First of all even though Probopass has very high defenses, it doesn't have high HP or Special Attack, so the modest nature and HP EVs were a waste, especially the Modest Nature since Probopass shouldn't know any damaging moves, Probopass should know moves like Toxic or Thunder Wave or Stealth Rocks because it's a wall not a sweeper.
As for the items I would go with Leftovers.
Metagross: Metagross will always be a very good Pokemon. Now as for the EVs, it depends if you want a Bulky Metagross or a sweeper Metagross. If Bulky (prefered really since Metagross has a really low Speed) give it 252 Defense EVs and 6 SpD Evs. If fast 252 Speed EVs and 6 HP EVs. However keep in mind that if you choose a Bulky one you'll need to calculate well before using Explosion. However if you really want to get to it think of it like this: Metagross can only be super effected by Fire and Ground moves, you can repel Ground moves by using the move Magnet Rise which leaves Fire moves. Most Fire Moves are special so give it 129 Defense EVs and 129 Special Defense EVs.
Item: Well Leftovers would work on Metagross.
Now for the last Pokemon:
Get a special sweeper, a fast one since you need one. The best choice for me would be Alakazam, it's way fast and has a very high special attack. Here's a potential Alakazam:
Alakazam
252 SpA/252 Speed/6 HP
Psychic
Energy Ball
Shadow Ball
Focus Blast
Modest nature, item: Focus Sash (because Alakazam has too weak defenses, the Focus Sash will save you from death)
ability: Inner Focus/Synchronize (prefer Synchronize)
