Do China-made goods exported directly to Germany from China require "Made in China" labeling?
...specifically on badge holders with lanyards, like those used at trade shows.
It depends upon the "country of origin labeling requirements" in Germany.
"Every article of foreign origin entering the United States must be legibly marked with the English name of the country of origin unless an exception from marking is provided for in the law."
"If the further work or material added to an article in the second country constitutes a substantial transformation. A substantial transformation occurs if a new article with a different name, character, and use is created."

Most badge holders I've seen have an imprint of the country of origin on the bottom part of the holder. It usually isn't that legible.
You'd need to search for labeling requirements for Germany to see if they are similar, identical or completely different from the United States law.
